While head of the CMS in 2001, Scully led the development of the bill that established Medicare Advantage. The program covers more than 50% of the Medicare population and has had a massive impact on how care is measured, delivered, and paid for across the entire industry. Tom continues his work in healthcare as investor and general partner at Private Equity Firm, Welsh Carson Anderson and Stowe.
